Chinese encroachment: What does the Humla DAO report say?
The District Administration Office (DAO) Humla has sent a report on the encroachment of Nepali land and construction of structures there by China. The report was presented to the Ministry of Home Affairs (MoHA) on September 9.
As per the Home Ministry source, the report mentions about the alleged construction of some buildings by China in ward no. 6 of Namkha VDC in the Lapcha valley.
The report states that an inspection committee comprising of 42 members including assistant Chief District Officer (CDO) Datta Bahadur Hamal and Chariman of Namkha VDC Bishnu Bahadur Tamang had made the inspection from August 30–Sptember 4. Following the inspection, another team of CDO Chiranjeevi Giri and the heads of all four security bodies has gone to Lapcha. They have not returned from the visit yet.
As per the report, The Nepali inspection team saw guards of the Chinese People’s Liberation Army (PLA) from distance in the Lapcha region in at least five different occasions. They would move away from the site and come back later every time after the Nepali team was out of sight.
The report has been forwarded to the Ministry of Foreign Affairs (MoFA) too. Officials at the MoFA did not make any comment on the subject.
News source also mentions that China has constructed a road along with the buildings. A member of the inspection committee told DCNepal that the road has been constructed in the pretext of supplying food and other commodities.
Assistant CDO rebuked by Home Secretary
After the news of encroachment of Nepali territory by China in Humla became public in media, assistant CDO of Humla Datta Bahadur Hamal had been reproached by the Home Secretary. According to source, Secretary of MoHA Maheshwor Neupane phoned assistant CDO Hamal and admonished him for providing information to media as it was not a matter to be dealt by the MoHA but by MoFA.
