Kathmandu, December 23 : A preliminary hearing is being held today on the writ petitions filed against the announcement of the dissolution of the House of Representatives. Out of the 13 petitions, hearing for  12 writ petitions is scheduled for today in a single-judge bench. One petition is scheduled for hearing  in the constitutional bench
