Secretariat meetings and NCP dilemma

Kathmandu. In the meeting of the secretariat on November 28, party Chair and Prime Minister KP Sharma Oli presented a proposal responding to the allegations made on him by party Executive Chair Pushpa Kamal Dahal ‘Prachanda’ in his proposal of Nov 13. It seems the war of the proposals in the Nepal Communist Party (NCP) has not been over yet.

The Prachanda-Madhav group is all set to make a reply to PM Oli’s proposal in written form. News source close to Prachanda informs that in the secretariat meeting taking place today (Tuesday) at NCP party office Dhumbarahi, Prachanda, with the consent of his teammates in the secretariat, will present a written response – yet another proposal.

The source claims that Prachanda has prepared the document on Monday at his daughter Ganga Dahal’s home in Dholahiti. Madhav Nepal and other leaders siding with him at the secretariat had agreed to his preparing the reply to PM Oli’s proposal.

Senior leader Madhav Kumar Nepal has been presenting himself aggressively against PM Oli, of late. Leader Nepal has been persuading Prachanda to make all decisions of the party through the party committees. “He (Nepal) is determined to make all decisions through the party committees. The issues discussed in the party committees are decided on the basis of majority versus minority,” source close to leader Nepal said.

The Prachanda-Nepal group has planned to take the proposals presented by both chairs at the secretariat to the party committees. They want to present the proposals for discussion at the permanent committee meeting on Dec 3 and the central committee meeting on Dec 10 and consider the decision of the majority.

Prime Minister KP Oli’s group is against discussing the proposals at the committees they want the issue to be resolved at the secretariat and follow the decisions made by the permanent committee on Sep 11.

Both factions have prepared their own strategies. Bam Dev Gautam will be playing the key role in any decision made today; whichever side he backs, will have their upper hand in the decision-making.

In the nine-member secretariat, the group garnering support from five members will form a majority. The Oli group is using all its might to have a majority in the secretariat today.
