Kathmandu, May 27: The National Human Rights Commission has concluded that a group allegedly linked to outgoing Home Minister Sudhan Gurung played a major role in turning the Gen-G youth movement violent.

In a detailed investigation report made public on Wednesday, the commission stated that the group identified as “TOB,” allegedly associated with the “Hamro Nepal” movement, deliberately escalated what had initially been a peaceful protest by students and youths.

According to the report, around 15 to 20 bikers wearing black T-shirts marked with “TOB” and matching tattoos suddenly entered the protest area and took control of the demonstration.

The commission said the group used protesting students as a human shield while throwing stones at security personnel. Investigators also found that members of the group attempted to attack and set fire to the parliament building.

The report states that the violent actions of the group caused major property damage. Ambulances carrying civilians and vehicles belonging to the NHRC monitoring team deployed at the protest site were also vandalized and burned.

The commission concluded that the TOB group was systematically involved in provoking protesters and inciting attacks against security forces and sensitive state institutions.

However, the report noted that the real identities of those involved, their connection to the main organizers of the movement and who directed their activities remain unclear. The commission has issued special recommendations to the government for further investigation and action.
