The ‘Oli bypass’: Prachanda makes move towards taking control over party

Kathmandu. Pushpa Kamal Dahal ‘Prachanda’, chair of Nepal Communist Party (NCP), has issued instruction differing from the previous one issued by another NCP Chair KP Sharma Oli, who is also the prime minister of the country.

The instruction is related to the no-confidence motion against the Karnali provincial government.  The recent act has heralded the bypassing of PM Oli in the party and Prachanda’s first effort to take control over the party with executive powers seems to be successful. As instructed by Dahal, the no-confidence motion against Karnali CM Mahendra Bahadur Shahi has been rejected on Friday by majority of votes.

Prachada’s letter mentions that after the discussion with Oli on October 20, the chair duo had decided to give direction to withdraw the motion of no confidence. It also states that decisions about the chief whip of Karnali Province parliamentary party would be taken by  party province committee and the provincial government.

The press note from the PM’s secretariat earlier mentioned the discussion carried between the two chairs with the decisions for the withdrawal of the vote of no confidence and the reinstatement of Chief Whip Gulab Jung Shah having been reached. Dahal’s statement on October 23, however, refutes the claim and overrules Oli’s instruction.

Dahal’s letter has been sent to leader of Oli faction in Karnali, Yam Lal Kandel and four others. Kandel is party leader and Karnali Province co-incharge of NCP. The no-confidence motion had been registered against the chief ministe under his leadership. Others who received the letter are co-incharges Prakash Jwala and Kali Bahadur Malla, province committee chair Gorakh Bahadur Bogati and province committee secretary Maya Prasad Sharma.

After Prachanda’s instructive letter, the step taken by Oli faction against the Karnali government has been foiled. The Oli group is in minority in the province, both in parliamentary party and the party committee.

The issuance of instruction from party Chair Prachanda contradicting Chair Oli’s direction has put Oli at unease.  Oli has also been alleged of lying about understandings he had not reached with Prachanda. This has posed another problem for Oli on ethical grounds.
